Found this inside my tailgate

I found this inside a tailgate I was pulling parts off. Anyone know what it was for?

Is the hole in the square plate threaded? If not, any sign that a nut was ever welded to it?
Any extra holes in the tailgate?
Maybe for an aftermarket tire and gas can carrier.

The hole is threaded, there were no extra holes in the tailgate. It was just floating around inside.

One hole for the factory spare tire carrier latch has always been awkward to get to. It’s doable even without something like this extension, but maybe somebody thought it would be so much easier that they gave it a try.
Hey, maybe it was an assembly line trick that was only used for a short time.😁
