Given how current fuel appears to be formulated with the expectation that it will almost always be under some pressure (even in the tank) in modern vehicles I would go with an in-tank pump and a by-passing regulator placed as close to the carb as you can get it.
I've never heard of a modern car having vapor-lock, and from what I can deduce this design is the reason why. In-tank pumps also tend to be quieter than external pumps.
No reason you can't keep the mech. pump if you want the esthetics of it. It won't be doing anything because the pump in the tank will just push thru it. It will be a place where engine heat can get to the fuel.
