Cannot get headlights adjusted

The passenger side headlight is aimed significantly lower than the driver side, but the driver side could also benefit from being aimed a little higher as well.

I have removed the buckets, tried bending the tabs, added some sticky felt shims to the grille at the bottom to try and raise the buckets, nothing seems to work.

Even with the “shims”, I can drive the top adjustment screw all of the way in (to the point of bending the adjustment tab inwards), and the aim stays exactly the same.

Is the spring tension too tight? Or is something else going on?

I’m about to just order new buckets.

The headlights are JW speaker LED.

The bucket tabs are bending. I had to weld braces on the adjuster tabs to give them enough support to not bend. I didn’t try buying new ones.

Unfortunately that’s one skill I don’t have. But If that’s all it really needs I’ll figure it out.

I should also mention, when adjusting the left/right screw, it has a tendency to bend the bucket itself and not the tab. If the up/down tab is strengthened, will the bucket itself bend instead?
