Do the contacts match the steering wheel across all years?

These contacts won't line up with 75 steering wheel, nor the wheel of my 66 mustang...

No. Your '71 column will match '66 to '73 steering wheels with 2 horn wires at the column. '74-'77 used 1 wire at the column. I don't know what the mustangs used.

So for testing the 2-pin type, you won't ground anything. You simply jumper one spring-loaded contact to the other. This completes the circuit from the battery to the horn directly.

But it's also a good thing to add your own horn relay and let the horn button trigger the relay. Takes a lot of wear and tear off of the contact pins if you are of the type that uses your horn a lot.
They generally last for many years before giving trouble, but the new stuff is probably not as robust and if it's an old switch they're probably showing their age. So a relay is a good thing.
