So I thought if I put it in gear it wouldn't move

Top gear, set park brake. Will move a little as the drivetrain loads up.

Top gear because you want the park brake to have the best mechanical advantage against the engine. Doesn't work with automatics.

Or just buzz the bolt out with an impact wrench

I was finally able to get it going. Now trying to get a replacement....

What I came with when pulling Explorer serps in the junk yard was to find one of the balance holes in the o.d. of the harmonic. i stick a large allen key in the hole and then rotate until the key contacts the waterpump. Locks the engine right up...
