Vacuum with carb on explorer reading

What is the typical vacuum reading on a carbed 5.0 explorer? Im getting about 15-16 with a reman long block with edelbrock performer and 1406.

should be 18-22. But, how does the needle act during test, erratic, smooth? There are some youtube videos on the subject to narrow the problem. Lots of things can result in low vacuum.
