is the ground totally level? have you put the rear of the frame on jack stands to remove any impact from the rear end? how does it sit with the driver in the seat.

Serp belts will give you much less trouble. A single v-belt can't reliably handle more than 65 amps. I'm sure there will be some on here that are using single v-belts with bigger alternators, but Ford didn't ship any cars with big alternators and a single v-belt for a reason. Probably...
Right, I forgot about the ARBs. In that case, I suggest a small tank, the actual volume required by the ARB is very small. The ARB compressor has a small ( pint? size) tank.

I was emissions exempt, so I never had it tested ( 67 and prior out of state are "not emissions controled"). I think my problem had to do with the hegos being way down in the collector on my headers. Smelled really bad with the hegos hooked up.

Are you using single pump or dual pump/ accumulator set up? hot fuel in the accumulator or in a filter in front of the hp pump could cause this. fuel can boil in the filter and then the gas bubbles can get circulated through the fuel rail until everything cools down.

I used single stand copper wire. They sell it at home depot for wiring houses. Wire tie one end, compress the shock, then wire tie the other end. Just cut the wire after the install.

They also require a current inspection sticker, but 35 year old vehicle are exempt from a safety inspection, so that seems ok. The rules do indicate you can't have "partial" vehicles, so I think anything like a frame off is out of the question.

The new place has HOA rules that don't allow you to have a non-running or non-registered car on the property. How do you guys with similar rules manage to build EBs?

Have you inspected the plugs? If they aren't firing it should be obvious. If they are then the timing light isn't accurate. The other option is bad plugs or wires.

My guess is you are hearing a rocker tap on a valve as it winds down.
If the fuel is orange in the fuel rail, it could be rusty inside. I had that problem and the rust was getting into injectors causing them to stick open ( sound familiar?)
BTW, if you unplug the MAF the ECU will fall back to...
