C4 rebuild, 2-3 shift slips 2-300 rpm

Just got the C-4 back into a '73 Bronco and everything looks good so far BUT:
at low RPM (1000-1500) it slips with a 2-300 rpm blip then settles down.
At higher RPM the 2-3 shift is fine.

The builder wants me to come back and change a spring to stiffen the shift.

We put in a B&M deep pan and we added a trans temp gauge and local driving temps look great, under 125F.

Comments?? Should I go back and risk a leaky tranny, or will it quit slipping after some break in...
