I even unplugged all of the devices (PCV, advance, C4 vac line) from the carb and saw no change in vac signal. So if there is a vac leak, its the manifold seal.

If I understand what you saying you unplugged the vacuum hoses and it did not change the idle? If you unplug the c4 hose the vacuum and idle should change. If it does not then I think you have a bigger leak somewhere. Did you spray starter fluid around the intake runners with the engine running? That will help isolate a runner problem.

Have you re-torqued the intake? What hole did the white plug come out of? What ever hole it come out of I would start the engine and with insulated pliers pull the plug wire with the engine running and see if it changes idle condition. If it doesn't then check that wire. One odd ball plug is a problem just have to chase it down.
